Gender and Governance
At PANI, gender justice is not a standalone issue – it is woven into the fabric of how communities imagine power, voice and belonging. Our work begins with the understanding that adolescent girls and women do not lack strength or ambition, they often lack the space to exercise it. Through years of grounded engagement, PANI has nurtured spaces where girls learn not only to speak, but to be heard; not only to aspire, but to lead. By challenging deep-rooted norms and expanding the horizons of decision-making, we support young women in becoming architects of their own futures. True governance, we believe, is when the most marginalized shape the systems that shape them, and gender equity becomes a lived reality, not just an agenda. Our work is a quiet, persistent journey toward that truth where leadership is shared and dignity & equity are non-negotiables.
The DWLL project, "Democratizing Water for Livelihood and Life through Women," is a pioneering initiative by PANI aimed at empowering rural women in the Mall Block of Lucknow, Uttar Pradesh, to actively participate in local governance and water-centric development. This project addresses deep-rooted socio-cultural barriers and institutional challenges that have historically limited women's involvement in Gram Panchayat Development Planning (GPDP), particularly in water management and livelihood enhancement.
The genesis of the project is rooted in the 73rd constitutional amendment, which reserved one-third of Panchayat seats for women. While this legal provision increased the numerical presence of women in local governance, meaningful participation remained sparse due to proxy leadership by male relatives, patriarchal norms, low literacy, and lack of awareness about their rights and roles. The DWLL project tackles these gaps by focusing on capacity-building, awareness dissemination, and creating enabling environments for women to exercise their agency confidently.
A multi-pronged approach is employed wherein women receive intensive training on Panchayat functioning, understanding constitutional rights, the roles and responsibilities of elected members, and the importance of various Panchayat committees. This knowledge empowers women to move from passive participants to proactive decision-makers in Gram Sabha meetings and social audits. Notably, the project has fostered substantial growth in women's participation, with hundreds now actively shaping local development agendas with water as a central focus.
Beyond governance, DWLL emphasizes livelihood development and entrepreneurship. Women beneficiaries are trained in managing small enterprises, accounting, marketing, and sustainable agricultural practices such as vermi-compost production using indigenous earthworm breeds. The project also provides financial assistance to set up micro-enterprises, enabling women entrepreneurs to showcase and sell their products at reputed venues in Lucknow and build market linkages. This holistic approach not only boosts income but also builds self-confidence and expands women's roles beyond traditional confines.
The project's success extends to its transformational impact on social attitudes. Women who were once sidelined now lead social audits, participate in water budgeting within Panchayat development plans, and assert their entitlements. There is a visible shift in institutional attitudes as Panchayati Raj Institution functionaries embrace gender-inclusive governance, expanding governance capabilities and fostering a culture of equity and transparency.
Quantitatively, the project has facilitated over 19,000 entitlement applications, achieved household water connections for more than 6,000 households, and supported over 3,200 women entrepreneurs, leading to significant increases in family incomes for thousands. Women’s collectives formed under DWLL serve as sustainable community-based organizations that interface regularly with government bodies, ensuring continuous progress towards water security and livelihood resilience.
In summary, the Democratizing Water for Livelihood and Life project by PANI is an exemplary example of how targeted NGO interventions can catalyze women's empowerment, inclusive governance, and sustainable rural development. By equipping women with governance knowledge, entrepreneurial skills, and collective strength, DWLL advances the transformative agenda of gender equality and community-led water resource management, paving the way for resilient livelihoods and comprehensive rural progress in Uttar Pradesh.
This project redefines women's roles in local governance and development, exemplifying how strategic capacity-building and community mobilization can overcome entrenched barriers and unlock the latent potential of rural women to lead and innovate in water and livelihood sectors.
